How do I get rid of my baby acne?

I am 17 years old and I have baby acne all over my upper back and going all down my arms, sometimes turning into huge whiteheads I have to get rid of. I use soap on them all the time, and I've even tried facewash, but it doesn't work. Any ideas on how to fix this? I'm sick of my arms being covered in bumps Q_Q
